01 · Before a meeting

Read the record before forming the question.

A useful public comment or conversation usually begins with the same small research loop: find the meeting, open the agenda and packet, identify the staff report or attached document, and note what decision—if any—is scheduled.

Identify the numbered item and the body responsible for it.

Read the staff report, map, draft, contract, or resolution attached to the item.

Outcome

Return for minutes, a resolution, or an adopted notice before saying what happened.
